In our experience, this leads to the introduction of new systems to solve the perceived flexibility problems. We have found that, as a result, another "rigid system" is in place and costs are increasing and the required ability to act is more limited. We believe that the reason is a conservative solution for software projects: unlike a large software service provider, whose business base is often based on an endless chain of change requests, we see our software as a "living being" that is always on the move and at the every project is going through overhaul. Of course, we keep the libraries used up to date, revise the design, optimize the speed or move to new hardware.
