Allanfield Consulting is the business name for David Simmonds' independent consultancy work. David Simmonds is an internationally recognized specialist in analysis, forecasting and appraisal of changes in land-use, transport and the economy. He has over 40 years’ experience in this field, gained mainly with Marcial Echenique & Partners Ltd (ME&P) in the 1980s, and at David Simmonds Consultancy (DSC) from 1990 to 2022. At ME&P David was responsible for a wide range of studies using the MEPLAN package, including work on the ISGLUTI study which was influential in demonstrating the possible value of land-use/transport interaction (LUTI) modelling. At DSC, he initiated the development of the DELTA package, and was responsible for many subsequent enhancements and much of its application. Those applications included several long-running projects whereby models were maintained, enhanced and applied for clients over many years and multiple contracts. David also developed the concept of accessibility-based land-use/transport appraisal (AbLUTA), which addresses the problems that arise in measuring the benefits of integrated land-use/transport plans. David has appeared as an expert witness to public inquiries and to a Select Committee of the Scottish Parliament. He is a regular contributor to professional conferences and to professional/academic journals, and is an Honorary Professor at Heriot-Watt University, Edinburgh.
