Many commercial and public actors must consider types of high stakes, one-off, decision challenges that are “unseen", meaning that they have no specific data available on any plethora of other, similar, decisions and their outcomes; and where their (institutional and individual) knowledge and experience is incomplete. So the rules, insights, constraints, policies, trends, and propositions that they do know about leave gaps and cannot form-up a logical narrative to support a decision, one way or the other.
Such HSU challenges are usually urgent, and a timely decision must be made and justified (transparency). This is especially true for strategic decisions, pivots, or operational decisions to take irrevocable action to be made within fast-moving and dissonant environments. Classic AI is calibration-data-hungry has nothing to contribute in this situation.
