AERCO is a public limited company with a capital of 1 billion FCFA. SEGAP and Egis Airport Operation hold 55%, the Congolese state holds 15%, two Congolese private shareholders hold 30%. The company employs 235 people directly, to which must be added temporary workers or specialized personnel in the context of subcontracting certain trades such as fire prevention, cleaning, etc. AERCO’s turnover is around 15 billion FCFA. The prevailing origin of the creation of Aerco dates back to a double fact. On the one hand, the desire of the Congolese state to take an important place in air transport in Central Africa, by developing airports certified to international standards. And on the other hand, the recommendation of the International Civil Aviation Organization (ICAO) to separate the professions of definition of standards, of the regulations, of the control of the application of the regulations from the professions of operation and management of airports. The National Civil Aviation Agency (ANAC) previously performed all of these roles, putting it in an uncomfortable position of judge and party, which did not comply with international standards. Thus, in 2009, following an international call for tenders for the management of the international airports of Brazzaville, Pointe-Noire and Ollombo, the Congolese State chose the Egis Group, associated with Marseille airport through a structure called SEGAP. It is with this Group that the Congolese State signed a concession contract, materialized in 2009 with the creation of AERCO, for the operation of the aforementioned airports. The concession started on April 1, 2011 for a period of 25 years. In this contract, the key words of the concession are: operate, develop, maintain, maintain, invest and manage.
