La Biblioteca Central para Ciegos (BCC) es una institución sin fines de lucro fundada y establecida legalmente en el año 1967. Su Misión es entregar a toda persona con discapacidad visual, especialmente a quienes han perdido la visión en el transcurso de su vida, herramientas que faciliten su desarrollo personal y adaptación a la sociedad, a través de cursos, talleres y actividades que le permitan avanzar en su independencia e integración social, mejorando y dignificando así su calidad de vida.
