Black Hawk County Gaming Association (BHCGA) is a nonprofit organization dedicated to strengthening communities in Black Hawk County. As the Qualified Sponsoring Organization (QSO) for the Isle Casino Hotel Waterloo, BHCGA holds the gaming license and ensures that a portion of the casino’s revenue directly supports local initiatives.
In accordance with the Iowa Excursion Boat Gambling Act, BHCGA allocates at least 3% of the Isle’s annual gross revenue from tables and slots to fund economic development, public services, and community enrichment.
Through strategic grantmaking and partnerships, BHCGA invests in projects that create lasting impact—helping Black Hawk County and surrounding communities thrive.
