The Council emerged from an Expert Group Meeting titled “Clean Cooking: Potential for Bioethanol Industries in High Impact Countries” convened in June 2021 in Vienna and organized by UNIDO, Clean Cooking Alliance (CCA), African Union Commission (AUC), the UN Economic and Social Commission for Asia and Pacific (UN-ESCAP), the Global Bioenergy Partnership (GBEP), and Sustainable Energy for All (SEforALL). The expert group embraced a call for action to establish a multi-stakeholder platform aimed at advancing ethanol as a clean cooking fuel. Subsequently, a working group formulated the governance framework for the Council. On November 11, 2022, the Council on Ethanol Clean Cooking (CECC) was officially launched at COP27 in Egypt by the Ministers of Environment and Natural Resources from Cote d’Ivoire, Mali, as well as government representatives from the Ministry of Environment and Sustainable Development in Madagascar and the Ministry of Energy in Kenya.
Membership is open to developing countries, least developed countries, and SIDS (Small Island Developing States) that harbor the ambition to establish an industry for fuel-grade ethanol production and ethanol-based cooking value chains. This initiative extends its invitation to development partners, donors, industry associations, the private sector, research and development organizations, and think tanks. Member countries will have the opportunity to connect with these organizations for support, financing opportunities, and guidance.
