CERTIFIER aims to improve the inclusion of informal volunteers in crisis and disaster response through digital certification of competencies of volunteers. It includes demands of authorities and first relief organizations in the context of civil protection and provides volunteers with the opportunity for self-presentation and verification of their profiles.
It applies a holistic approach to the competence-based inclusion of volunteers. CERTIFIER develops a proof of concept which utilizes digital innovations like self sovereign services to document, validate, and verify volunteers’ competencies and coordinate them in the context of disaster response. Innovative technologies will be examined for the use of easy registration. The project builds upon previous findings, solutions and concepts, such as the Austrian “Freiwilligenpass” (volunteer pass) and includes interfaces to existing systems within volunteer management.
The project CERTIFIER is promoted or financed within the framework of the KIRAS program by the Federal Ministry of Finance and is managed by the Austrian Research Promotion Agency.
