Changqing Engineering Design Co., Ltd. (formerly Xi’an Changqing Technology Engineering Co., Ltd.) was established in April 1973. It is a national A-level industry surveying and design research unit and a pilot unit for EPC (PMC) by the China National Petroleum Corporation. In December 2000, it was restructured into a joint-stock enterprise, approved by the Ministry of Finance, China National Petroleum Corporation, and the Xi’an Reform and Development Committee. The company mainly engages in engineering consulting, surveying and design, general contracting, and the development of high-tech products for projects in oil, natural gas, petrochemicals, construction, electricity, telecommunications, machinery, automation, fire protection, and environmental protection. Its scope includes early-stage consulting, overall planning, feasibility studies, scheme design, preliminary design, construction drawing design, engineering surveying and measurement, and project cost estimation.
