Cristina Research Foundation was founded on August 16, 1991 by Dr. Victor S. Limlingan, then a professor at the Asian Institute of Management, to serve as the corporate vehicle for his public policy research and advocacy activities. Through Cristina Research, Dr. Limlingan participated in significant national- and local-level initiatives. His contributions include the preparation of the City Development Plan for Makati and the drafting of Congress bills, such as the Kalakalan 20 (Small Business Enterprises), the Overseas Workers Development Plan, the Reorganization of the Central Bank (Bangko Sentral ng Pilipinas), the Electric Power Industry Reform Act (EPIRA) and more recently, the expansion of the Government Assistance to Students and Teachers in Private Education (GASTPE) bill. In its research and advocacy activities, Cristina Research has worked with the Asia Foundation, the National Economic and Development Authority (NEDA), the Congressional Planning and Budget Office (CPBO), and the Economic and Development Center of the Ateneo de Manila University.
