悠遊卡公司成立於2000年3月，為悠遊卡投資控股公司百分之百持股的子公司，資本額7億元，悠遊卡投控公司主要股東為台北市政府、台北大眾捷運公司、12家台北地區公車業者、國泰世華銀行、台新銀行、中國信託銀行、台北富邦銀行、神通電腦公司、三商電腦公司、財團法人中華顧問工程司、三門科技等業者，公股比例約佔39.27%。
悠遊卡公司初期是以非接觸式IC智慧卡整合大台北地區公車、捷運，為電子化交通票證系統揭開里程碑。目前悠遊卡使用範圍除了全台交通運輸工具如高鐵、臺鐵、國道客運、YouBike、藍色公路外，更發展至各類超商、超市、餐飲等特約商店之小額消費，以及風景區門票、醫院診所、行政規費、及圖書館借書等多元用途，提供民眾便利的生活環境。
我們也持續創新提供更好的服務，除了和銀行合作發行可自動加值的悠遊聯名卡，還推出銀行帳戶連結、金融悠遊卡節省民眾加值的時間。因應行動支付時代的來臨，與電信業者合作推出電信悠遊卡，將手機變成悠遊卡。我們的核心價值是便利、安全、信任及公益，我們的願景是打造民眾從早到晚都享用悠遊卡便利的一日生活圈，我們的目標是提供民眾更多的選擇、最好的服務，為民眾實現「 無現生活，悠遊無限」的幸福生活。
