The Energy Assistance Foundation was established in 1982 to improve moderate-income utility consumers’ ability to conserve energy and manage energy bills during financial hardship. In the last 40 years, the Energy Assistance Foundation (EAF) has provided bill payment assistance to over 100,000 homes. EAF partners with a network of social service agencies throughout Illinois to administer the Warm Neighbors Cool Friends (WNCF) program. WNCF assists with energy bill payments for income-qualified families by matching Ameren Illinois customer payments up to $500 (increased from $350 in Jan.’23) in the heating season and $200 in the cooling season. EAF also works closely with Ameren Illinois’ Energy Efficiency (EE) Team and HVAC vendors to provide energy efficient equipment and weatherization updates to the homes of moderate-income individuals and families. The Energy Assistance Foundation provides the co-payment typically required of homeowners to participate in Ameren Illinois Energy Efficiency programs.
