--- Military personnel of the United States Government assigned on active duty within a 100 mile radius of Fort Leavenworth
--- Federal Civil Service personnel residing within a 100 mile radius of Fort Leavenworth.
--- Retired military personnel of the United States Government and retired Civil Service personnel residing within a 100 mile radius of Fort Leavenworth
--- Members of the immediate families, (of any eligible individual listed above), and organizations of all listed fields of membership.
