RCAP works with communities nationwide to address their drinking water, wastewater treatment, and other community services and development needs. Since 1980, the Great Lakes RCAP, which includes Illinois, Indiana, Kentucky, Michigan, Ohio, West Virginia, and Wisconsin, has been providing technical assistance to help community leaders identify problems and find affordable solutions. RCAP supports the community until the project has been successfully completed and goals are met.
RCAP focuses upon: lowering project costs, achieving and maintaining compliance, minimizing impact on low-income residents, using appropriate technology, implementing self-help strategies, building local capacity, and advocating rural needs at the state and federal levels.
Services include, but are not limited to: project development, training for local officials and operators, asset management plans, rate studies, GPS data collection and development, GIS cooperative, grant writing and administration, management & finance, environmental reports, on-site technical assistance, and condition investigation equipment and services.
