The Human Rights Council of Balochistan (HRCB) is a non-profit and nonpartisan organization based in Balochistan and Sweden. It focuses on and collects reports from Balochistan, where the Pakistani government imposed strict restrictions on media and human rights groups' visits, reporting the region's human rights situation and issues.
Hakkpaan (rights defender) is the Balochi name of the Council.
Human rights violations in Balochistan are not a new phenomenon, but they reached their worst levels after the Military coup d'état of Pakistan in 1999, which the following governments continued to a greater extent.
Since then, thousands of Baloch people have reportedly been forcibly disappeared; thousands killed extrajudicially in torture cells, fake encounters, and targeted shootings because of the so-called kill-and-dump policy of the state.
Tens of thousands of people have also been forced into Internal Displacement, and thousands into exile and refugee living due to the heavy militarization of Balochistan and indiscriminate military operations and violence.
The HRCB collects data from Balochistan through its staff, members, and network of volunteers and supporters, including local journalists, political and human rights advocates and activists, civil society groups, social media, and directly from the victims or their families, and documents them and reports to the world's human rights mechanisms.
The Council also collaborates with various local and international human rights organizations, academics, activists, and media outlets to highlight Balochistan's humanitarian situation globally.
