HCE has been in operation since the inception of BPC in 1966. In 1986, BPC founded BPC Hydroconsult, which later became Engineering Department (ED) of BPC in 1991. In 2009, ED of BPC was established as an independent entity, Hydro Consult Private Limited (HCPL), through the acquisition of a firm previously operated by People Energy and Environmental Development Association (PEEDA) since 1998. HCE transitioned into a public limited on September 18, 2012, making the first engineering consulting firm to do so in Nepal. BPC now holds full HCE shares, with the previous ownership split being 80% by BPC and 20% by PEEDA until 2021.
