O Lar da Criança, entendida como uma instituição filantrópica, foi fundado em 1963 a partir do sonho da adolescente Dulce Maria Goulart de Freitas que, na fase adulta, foi servidora pública do então Juizado de Menores. Lá, ao constatar a demanda, percebeu que havia chegado o momento de realizar o sonho de construir uma casa para crianças de até cinco anos, onde permaneceriam até os 18, caso não retornassem para suas famílias biológicas ou substitutas, no caso de adoção
