Litmus is a collection of academics, practitioners, and policymakers working to promote innovation in the public sector. We work with public agencies across a range of domestic policy issues to help improve operations, evaluate promising practices, and foster organic innovation.
Traditional academic research is typically done to, rather than with, its practitioner partners and subjects. Similarly, conventional technical assistance often rigidly imposes one-size-fits-all policies and practices. Litmus strives to nurture a culture of experimentation, empowering public agencies to test their own ideas in their own environments. In both its research and technical-assistance efforts, Litmus takes full advantage of the experience, expertise, and initiative of its practitioner partners to help them identify and solve their own problems.
