The representative council of learners (RCL) is a group of democratically elected learners who represent learners’ interests. It is set up to give learners a voice in the school system and decisions. The RCL allows learners to share their opinions, help create school policies and take part in improving their school and overall education experience.
The purpose is to encourage leadership, empowerment and ownership among learners. According to the Basic Education Laws Amendment (BELA) Act (no. 32 of 2024), every public secondary school with Grade 8 and higher must establish a functional RCL.
