OGMOs (Port Labor Management Offices) are public utility institutions, non-profit in nature, which are not allowed to provide services to third parties or carry out any activity unrelated to labor management, in accordance with Article 39 of Law No. 12.815/2013. They play a key role in reducing port operation costs and, above all, in training and professional qualification.
OGMO-ES has 1,600+ workers on its roster and brings 31+ years of experience in the port sector.
OGMO’S RESPONSIBILITIES
I – Managing the supply of labor for port workers and casual port workers (trabalhador portuário avulso);
II – Maintaining, with exclusivity, the register of port workers and the casual port worker registry;
III – Training and professionally qualifying port workers, enrolling them in the register;
IV – Selecting and registering casual port workers;
V – Establishing the number of vacancies, the method, and the frequency for access to the casual port worker registry;
VI – Issuing identification documents for port workers; and
VII – Collecting and distributing to the beneficiaries the amounts owed by port operators related to the remuneration of casual port workers, as well as the corresponding tax, social, and social security charges.
OGMO’S COMPETENCE
Promoting:
a) the professional training of port workers and casual port workers, adapting it to modern cargo handling processes and the operation of port equipment and devices;
b) the multifunctional training of port workers and casual port workers;
Collecting contributions intended to fund the institution;
Ensuring compliance with health, hygiene, and safety regulations in casual port labor; and
Submitting proposals to the port administration for improving port operations and enhancing the port’s economic value.
