The Corporation of the United Counties of Prescott and Russell (UCPR) was created in 1820 to serve the municipalities included on its territory. The role of the regional government is to deliver services of regional interest or are too expensive for a single local municipality. The mayor of each municipality sits on the Council of the United Counties of Prescott and Russell and the residents of the eight municipalities contribute to the funding of the regional government through property taxes.
The Main Office of the United Counties of Prescott and Russell is located in L'Orignal, in the Township of Champlain. The day-to-day management of the UCPR is the responsibility of the Chief Administrative Officer and Secretary.
