Regional Centre for Maritime Studies (RCMS) Overview

RCMS) is a premier training institution dedicated to strengthening maritime safety, security, and environmental protection in the Indian Ocean region. Established through a joint initiative between Sri Lanka and France, the RCMS serves as a hub for specialised training, equipping professionals with the necessary skills to tackle the region’s key maritime challenges. It is committed to enhancing regional cooperation, harmonising best practices, and supporting the alignment of maritime governance with international standards. The Centre primarily trains government officials, military personnel, and young professionals from maritime-related agencies, including coast guards, navies, customs, port authorities, and law enforcement bodies. Training is also extended to decision-makers and private sector professionals to raise awareness of maritime security and sustainability challenges. The RCMS offers a structured training programme designed for immediate impact and long-term development. It delivers intensive short courses, blending theory and practical application, tailored to the evolving needs of maritime professionals. These courses, lasting from a few days to three weeks, cover maritime surveillance, search and rescue, crisis management, cybersecurity, oil spill response, illegal fishing control, and maritime counterterrorism, among other topics. In its second phase, the Centre aims to launch a full academic programme, potentially at the master’s level, in collaboration with the General Sir John Kotelawala Defence University (KDU) and international partners. RCMS is built on a collaborative model, engaging with international organisations, academic institutions, and strategic partners to ensure training excellence and regional impact. It actively seeks academic, financial, and logistical partnerships to expand its reach, maintain high training standards, and secure sustainable funding.
