MBOᵉ is opgericht door vijf mbo-instellingen vanuit de gedachte dat excellentieprogramma's nog een steuntje in de rug kunnen gebruiken om een volwaardige plek te krijgen in het mbo. MBOᵉ richt zich op een 5-tal focuspunten voor de toekomst van excellentieonderwijs in het mbo:
1. professionalisering
2. kennisontwikkeling / onderzoek
3. kennisdeling / netwerk
4. beleidsbeïnvloeding
5. exposure / communicatie (als rode draad door alle activiteiten)
