Youth Justice Language - COST Action CA22139 Overview

CA22139 - Justice to youth language needs: human rights undermined by an invisible disadvantage (Y-JustLang) This COST Action addresses the absence of consistent policies to determine the language skills necessary for children and adolescents to effectively participate in legal proceedings. The criminal justice process heavily relies on verbal communication, a skill often lacking in children and youth in contact with the law. Research in English-speaking countries, though limited elsewhere in Europe, reveals a significantly higher prevalence of language impairment among young offenders (up to six times higher than in general population), increasing the risk of reoffending if left untreated. Linguistic studies also indicate that certain structural language abilities (syntax) and the ability to connect language to context (pragmatics) are still developing during (pre)puberty and may remain underdeveloped even after age 18. Young offenders, who commonly have low academic achievement, often struggle with these language domains. Despite the need, there are currently no standardized procedures for assessing language abilities among children and young people in contact with the law, resulting in a pervasive lack of awareness within justice systems. Existing screening methods for language difficulties lack nuance and fail to address the needs of children and adolescents from diverse educational backgrounds, those with learning disability, multilingual individuals, and those who are deaf or hearing impaired. Urgent action is required at a European level to comprehensively evaluate this issue and propose tailored interventions to safeguard the rights of this vulnerable population.
