為響應政府推出之「前瞻基礎建設」及「產業創新領域」等政策推動，呼應海外人才歸國的期待，以及臺灣產學研各界對海外前瞻應用及稀有領域人才之渴求，中華民國科技部打造「海外人才歸國橋接方案（LIFT, Leaders in Future Trend）」，號召臺灣赴海外留學的人才，返國貢獻所學，將其國際視野、科技研發新知、前瞻應用趨勢帶回臺灣，與國內的產學研界進行深度交流，期望透過引進國際新知，以達激勵產業創新，刺激技術躍昇之成效。希望藉由有系統的人才選送、培育、回流，讓優秀人才生生不息，為我國科研發展與產業創新，持續注入新的動能。
