Hainan Resort Software Community (Hereinafter RSC), as a strategic cooperative project between Hainan Provincial Government and China Electronic Corporation, was established under the principal of “market-based operation with governmental support”, who authorized Hainan Resort Software Community Group Co., Ltd. to act for the investment, master-plan, construction, development, operation and management of RSC. The overall planning area of RSC is 15.58 square kilometers, and it is one of the key platforms that reaped the advanced policy of the Hainan free trade port (Hereinafter FTP) in the early stage. After 13 years of development, RSC has become the main carrier and platform for Hainan digital economy industry. In 2020, under the effect of COVID-19, the number of enterprises, total revenue and tax revenue of RSC had achieved 100% growth; In 2021, the total revenue of RSC was nearly 200 billion RMB and tax revenue was over 10 billion RMB, with a year-on-year rise of 164.6% .
In the context of Hainan FTP, RSC is positioned as a source of Digital Trade, an innovative area of Digital Finance, and a destination for great talents. RSC focuses on “1 Zone plus 3 Industries”, that is, to create a national-level blockchain pilot zone, and use blockchain and other technologies to empower industries such as digital culture and sport, digital health and digital finance. In order to implement the requirement of high-quality development in RSC from Hainan government, RSC put forward the general outlay of building a high-quality innovation platform, high-standard physical space, and high-level allocation of professional teams.
