本中心於2012年1月11日成立，並於同年註冊成為香港政府認可的慈善機構。專門提供導盲犬的培育和訓練，以及將培訓成功的犬隻免費提供予有需要而且合適的視障人士使用；並會進行配對訓練及提供日後的跟進服務，以支援視障人士；同時，推廣保護導盲犬及防止配對後被遺棄或虐待的機會。
本中心以導盲犬服務為骨幹，服務視障人士。同時，我們亦提供友伴犬服務，以改善長者的心理健康。這項服務亦擴展至各項有需要人士，包括殘疾者及心理障礙病友。
