Established in 1942, the Accountability State Authority (ASA) is an autonomous auditing institution in Egypt that operates as a mechanism of public finance regulation. The ASA oversees the management of various public-sector organizations, including approximately 130 central government departments and administrative units, 120 service agencies, 29 governorates, 50 economic authorities, and more than 160 state-owned enterprises, political parties, trade unions, national and party news media, and all units subsidized by the State.
In addition, the ASA has the authority to examine and audit the work and accounts of any other entity assigned to it by the President, the Prime Minister, or the People's Assembly of Egypt. The ASA is independent of the cabinet and reports directly to the President of Egypt, to whom it is subordinated.
الجهاز المركزي للمحاسبات هو هيئة مستقلة تهدف إلي تحقيق الرقابة على اموال الدولة واموال الاشخاص العامة الاخرى المنصوص عليها في القانون ، تأسس الجهاز سنة 1942 وسمي في الأصل ديوان المحاسبة

1.الوحدات التي يتألف منها الجهاز الإداري للدولة ، ووحدات الحكم المحلى.
2.الهيئات العامة والمؤسسات العامة وهيئات القطاع العام وشركاته والمنشآت والجمعيات التعاونية التابعة لأي منها في الأنشطة المختلفة بكافة مستوياتها طبقا للقوانين الخاصة بكل منها.
3.الشركات لا تعتبر من شركات القطاع العام والتي يساهم فيها شخص عام أو شركة من شركات القطاع العام أو بنك من بنوك القطاع العام بما لا يقل عن 25 % من رأسمالها.
4.النقابات والاتحادات المهنية والعمالية
5.الأحزاب السياسية والمؤسسات الصحفية القومية والصحف الحزبية.
6.الجهات التي تنص قوانينها على خضوعها لرقابة الجهاز.
7.أي جهه أخرى تقوم الدولة بإعانتها مثل الجمعيات الأهلية أو ضمان حد أدنى للربح لها أو ينص القانون على اعتبار أموالها من الأموال المملوكة للدولة.
