During 2017-2018, in the grip of a multiyear drought of unprecedented severity, the South African city of Cape Town suffered a water crisis so severe that its four million residents faced the prospect of ‘Day Zero’. On this day, water supplies to most households and businesses would have been turned off and residents would have had to collect daily water rations from central collection points. The Cape Town Drought Response Learning Initiative captured and distilled lessons to be learned from this crisis through filmed interviews with local decision makers.
The CTDRLI was conceptualised and launched in the aftermath of the 2017-2018 Cape Town water crisis by project partners Peter Willis and Victor van Aswegen, who co-led the project over its two-year duration. The project was undertaken in association with the University of Cape Town’s African Climate and Development Initiative and made possible by the generous support of lead partner The Resilience Shift as well as corporate and foundation donor support from Old Mutual, Nedbank, Woolworths, GreenCape, Aurecon, PwC, Arup and 100 Resilient Cities.
During the first phase of the initiative, 39 interviews were conducted and filmed. The essence of the initiative was its second phase, which involved the identification of the central themes and key lessons, the distillation of learning and insights from the raw material in the full interviews, and the presentation of these in a user-friendly and digestible format.
