تأسس مجلس القيادات الشابة لمدينة طنجة في 17 يناير 2016، وهو مجلس محلي للشباب يتكون من 25 شاب وشابة من مدينة طنجة تتراوح أعمارهم ما بين 18 و25 سنة.
أنشئ مجلس القيادات الشابة لمدينة طنجة في إطار مشروع " تشجيع المشاركة المواطنة للشباب في الحكامة المحلية بمدينتي طنجة وتطوان "، المنجز من طرف منظمة البحث عن أرضية مشتركة بشراكة مع الجمعية المغربية للمحافظة على البيئة والتنمية المستدامة بطنجة، والمنضوي تحت برنامج فرصتي " فرص ملائمة لتعزيز التطوير الذاتي للشباب " المنجز من طرف المنظمة الدولية للهجرة بتعاون مع منظمة البحث عن ارضية مشتركة، ودعم من الوكالة الامريكية للتنمية الدولية.
ويسعى المشروع الى تشجيع المشاركة المواطنة للشباب في مجال الحكامة المحلية وذلك من خلال تمكين هذه الفئة من تحمل المسؤولية المدنية في بناء عملية الحوار وتحديث تغييرات إيجابية في الاحياء الخاصة بهم.
نهدف في مجلس القيادات الشابة لطنجة الى تنمية القدرات الذاتية، حرية التعبير، نشر ثقافة الحوار والمشاركة في الحكامة المحلية. أيضا نسعى الى القيام بتغييرات إيجابية في احيائنا وذلك عبر تنمية حس المسؤولية المدنية لدينا ولدى شباب المنطقة، إلهام هذه الفئة وتشجيعهم على المشاركة المواطنة،
نحترم في مجلس القيادات الشابة المبادئ والقيم المغربية، ثقافة الحوار، خلق أرضية مشتركة والحفاظ على روح الفريق.
