Magyarországon elsőként Budapesten, a Ferencvárosban alakult meg francia minta szerint SEM IX. néven vegyes gazdasági társaság, melynek tulajdonosai voltak: a kerületi önkormányzat (51%), az OTP (24,5%) és a francia CDC (24,5%).
Az 1992. február 22-én aláírt Alapító Okirat szerint a Társaság legfőbb feladata városfejlesztési akciók indítása és irányítása Ferencváros területén.
A francia SEM-ek (Société d’Économie Mixte = vegyes gazdasági társaság) mintájára létrehozott társaság a városfejlesztési akciókat a Ferencvárosi Önkormányzat megbízásából és számlájára bonyolította le, koncepciója: közterületek feljavítása, forgalomcsillapított övezetek kialakítása, parkolási lehetőségek biztosítása, zöldterületek kiépítése.
A Ferencvárosi Önkormányzat döntése alapján a kijelölt akcióterületen belül (Ferenc krt. - Üllői út - Haller utca - Mester utca által határolt terület) található üres, ill. bontással üressé tehető telkek kerültek értékesítésre a SEM IX. Zrt. által, az ebből befolyó bevételek pedig a városrendezési munkák költségeit fedezték. A jogelőd társaság tulajdonosi összetétele több alkalommal változott (Ferencvárosi Önkormányzat, Városfejlesztés Zrt., OTP Bank Nyrt.).
