Le Fonds National de la Microfinance (FNM) est un Etablissement public à caractère économique et financier agréé par la Banque Centrale du Congo (BCC) comme Institution Financière spécialisée et opérationnel depuis 2013.
Ayant pour vision de promouvoir l’intégration d’un grand nombre des populations vulnérables, en milieux rural et urbain, dans le système financier de la RDC, le FNM a une double mission :
• Celui de Rendre économiquement actives les populations vulnérables exclues du système financier sur toute l’étendu du territoire national ;
• Celui d’Améliorer la qualité opérationnelle et financière des institutions financières de proximité.
L’objectif final du FNM est de contribuer à bâtir de façon pérenne l’inclusion financière et sociale en RDC.
Sa stratégie d’intervention est le Faire – Faire de proximité, avec une Orientation clientèle pauvres à travers le Partenariat public-privé en faisant un choix méticuleux des partenaires financiers.
La mise en œuvre de la mission se réalise à travers son Ecosystème constitué d’un Programme d’Insertion Economique de Pauvres Actifs par la Microfinance (PIEPAM) comprenant sept dispositifs dont chacun permet d’autonomiser de façon particulière une couche spécifique de la population pauvre.
Placé sous tutelle du Ministère des Finances, l’offre de Produits et Services du FNM comprend :
1) L’offre financière comprenant deux produits de financement : (i) le Refinancement et (ii) la Ligne de crédit dédiée ;
2) Les services non financiers destinés aussi bien à la population vulnérable exclue du système financier qu’aux Institutions Financières de Proximité.
