המחנות העולים הוקמה בשנת 1926 בתל אביב והייתה לתנועת הנוער הלומד הראשונה שיוסדה בארץ ישראל. מייסדי התנועה היו מספר נערים ונערות, בכיתה יא' מהגימנסיה העברית הרצליה בת"א, אשר חשו בריקנות חיי העיר. הם חיפשו אחר דרך חדשה לעשייה חברתית, לחלוציות ולהגשמת ערכי הציונות בארץ ישראל ("הציונות של העושים"). קבוצה זו של מקימי התנועה נקראה לימים 'החוג הזקן' ותאריך הקמת התנועה נקבע לכ"ה בתשרי תרפ"ז, התאריך שבו יצאה "קבוצת החוגים" להגשמה בחדרה.
התנועה פועלת בכ -45 מחנות (סניפים). ביניהם מחנות חדשים רבים שהוקמו בעשור האחרון בפריפריה הגאוגרפית והחברתית של ישראל (במקומות כמו נצרת עלית, מגדל העמק, אילת ועוד).
בכל שנותיה של התנועה, חניכיה רואים עצמם כמי שמחויבים לבנייתה של חברת מופת ולכן העמידו עצמם בצמתים החשובים של הציונות ומדינת ישראל. זאת למשל בהתיישבות (הקמה והשלמה של 42 קיבוצים בעיקר בגבולותיה של הארץ...), בביטחון (עמידה על גיוס נוער לומד לפלמ"ח וגיוס ההכשרה הראשונה מקרב הנוער הלומד, גיוס קרבי של נשים לצבא...), ובשנים האחרונות בעיקר בלקיחת אחריות על חינוך הנוער ושינוי פני החברה בכלים חינוכיים. לאורך ההיסטוריה הציונית מימי היישוב ועד ימינו בוחרים חניכי ומדריכי המחנות העולים להוביל את חינוך הנוער ולעודדו לעשייה חלוצית ולהעמיס על כתפיו את האחריות על בנייתה של החברה הישראלית.
