The EU’s Global Illicit Flows Programme (GIFP) was launched in 2019 to respond to the changing transnational organised crime dynamics and assist partner countries in their efforts to tackle transnational organised crime. Aligned to support EMPACT priorities, the GIFP is complementary to EU efforts at national and regional level.
The GIFP moves beyond a commodity-based approach to one that recognises the commonality of the crimes committed, the routes utilised, and the methodology employed by organised criminal groups. By recognising the convergence of illicit flows, it focuses on disrupting transregional illicit routes used by criminal networks to move illicit goods by air, sea, and land.
The GIFP supports international partners in the fight against organised crime and seeks to improve transregional criminal justice cooperation by providing support to law enforcement and judicial authorities. This is achieved through:
1. Information sharing and analysis to support effective responses to illicit flows and mitigate the impact that transnational organised crime has on national and international governance, security, and rule of law.
2. Disruption of illicit flows by preventing the inflow of drugs and other illicit goods by way of interception at borders and other points of entry and exit.
3. Linking the institutional chain of actors to provide a coherent focus towards criminal investigation and criminal justice.
4. Increasing regional and transregional cooperation and coordination in the fight against transnational organised crime.
