طرح ملی کودک رایان با رویکرد فرهنگسازی، مهارتآموزی و توسعه کارآفرینی برای کودکان و نوجوانان با بهرهگیری از بستر فناوری اطلاعات و ارتباطات برای نخستینبار توسط دکتر محمدحسن محمدپور در سال 1385 مطرح شد. در اجرای فازهای مختلف این طرح که مطابق با سند چشماندازه 1404 ایران اسلامی و سند تحول بنیادین آموزش و پرورش توسعه یافته است، علاوه بر برگزاری دورهها و کارگاههای آموزشی و مهارتی ویژهی نوآموزان، کارگاهها و دورههایی نیز برای مربیان، فرهنگیان و والدین در نظر گرفته شده است تا فرهنگ عمومی جامعه را به سوی مهارتآموزی و کارآفرینی هدایت نماید. در این طرح ملی، بستههای آموزشی هدفمندی تولید میشود که در کنار ساختار آموزشی هدفمند و سازماندهی شدهی آن، سبب اشتغالزایی در سطح کشور میگردد. مفاهیم آموزشی در طرح ملی کودک رایان منطبق با توانایی و استعدادهای سنی نوآموزان میباشد و با در نظر گرفتن آخرین دستاوردهای آموزشی جهان توسط کارشناسان منتخب از سراسر کشور تدوین شده است
