Ως ειδικά πιστοποιημένος φορέας του Εθνικού Συστήματος Κοινωνικής Φροντίδας, βασιζόμενος στις αρχές της Κοινοτικής Ψυχιατρικής, σκοπός του είναι η ποιοτική παροχή εξειδικευμένων υπηρεσιών, με στόχο την βελτίωση της ποιότητας ζωής παιδιών, εφήβων και ενηλίκων στους τομείς της Ψυχικής Υγείας και της Ειδικής Αγωγής. Επίσης, στοχεύει στην πρόληψη, έγκαιρη διάγνωση, ερευνητική μελέτη, σχεδιασμό και εφαρμογή προγραμμάτων δημόσιας υγείας, αγωγή – ευαισθητοποίηση της κοινότητας.
