The Moldova Governance Threshold Country Program (MGTCP) is a two year initiative funded by the Millennium Challenge Corporation (MCC) and managed by the United States Agency for International Development (USAID) . The MGTCP is implemented by the Millennium-IP3 Partners, a consortium of specialized firms from the United States with experience in the fields of democracy, governance, and economic reform. The project duration is from May 16, 2007 to March 31, 2009. The overall program goal is to assist the Government of Moldova in effecting policy and system reforms to promote good governance, reduce corruption and improve public sector service delivery, particularly in the judicial, tax and health sectors.Activities aim to incorporate more transparent and democratic structures and principles into the Moldovan systems of governance. The Government of Moldova in its Threshold Country Plan developed these initiatives. The successful implementation of the MGTCP will help Moldova qualify for the full MCC assistance, a multi-year agreement between the MCC and Moldova to fund specific programs targeted at reducing poverty and stimulating economic growth.
