به دنبال وقوع زلزله فاجعهبار استانهای گیلان و زنجان در سال 1369، دفتر طرح بسیج توان فنی کشور برای بازسازی مناطق زلزلهزده با مشارکت دفتر عمران سازمان ملل متحد و دفتر اسکان بشر سازمان ملل متحد تحت نظر بنیاد مسکن انقلاب اسلامی تأسیس گردید.
در سال 1372 با پایان مأموریت وام بانک جهانی و تصویب اساسنامه جدید، مرکز مطالعات مقابله با سوانح طبیعی ایران شکل گرفت که تا سال 1377 به همین ترتیب به فعالیت خود ادامه داد.
در سال 1377 این مرکز به مرکز پژوهش و مطالعات سوانح طبیعی تغییر نام داد. در سال 1382 اساسنامه مرکز به منظور پاسخگویی به نیازهای پژوهشی کشور در زمینه سوانح طبیعی مورد بازنگری قرار گرفت و بر اساس مجوز قطعی وزارت علوم، تحقیقات و فناوری و تصویب شورای گسترش آموزش عالی به پژوهشکده سوانح طبیعی با اهداف زیر تبدیل گردید:
• توسعه و گسترش پژوهش در زمینه سوانح طبیعی
• زمینهسازی مناسب برای ارتقای فعالیتهای پژوهشی مرتبط
در حال حاضر، این پژوهشکده شامل پنج گروه پژوهشی مدیریت بحران، مخاطرات زیستمحیطی و بلایای جوی، مقاومسازی و بازسازی سازهها، مخاطرات هیدرولوژیکی و نیز بازسازی و بازتوانی پس از سانحه است.
همچنین پژوهشکده دارای واحدهای وابسته از جمله کرسی یونسکو در مدیریت بلایای طبیعی، مرکز علمی کاربردی، فصلنامه علمی، پژوهشی مسکن و محیط روستا، مرکز رشد واحدهای فناور سوانح طبیعی، اندیشکده نوآوری و آیندهپژوهی در مدیریت بحران، مرکز مطالعات توسعه روستایی و مرکز مطالعات ساماندهی بافتهای نابسامان و در معرض خطر شهری میباشد.
