2021年度聯合國「世界環境日」，台灣永續能源研究基金會響應國際趨勢，結合永續標竿企業，發起「台灣淨零排放倡議Net Zero 2030/2050 Initiative」。倡議組織承諾於2030年前達成組織總部與辦公室據點之直接排放及能源間接排放量為零，並同意於2050年前朝全組織總部、辦公室據點及生產據點之直接排放及能源間接排放量為零之方向做出努力，為地球的氣候變遷和永續發展做出貢獻。期望透過更積極的減碳來達成巴黎氣候協定將全球升溫控制在工業革命前攝氏1.5度內的目標。
預計成立「台灣淨零排放協會」，下設有「台灣淨零行動聯盟」和「台灣淨零排放研訓中心」，以推展國際合作、技術服務、政策法規、永續金融與教育推廣等業務，希望創造台灣重要淨零議題的交流平台。其中台灣淨零行動聯盟將與永續基金會共同合作推動「淨零排放標章」，號召組織經由「承諾」及「達成」兩階段方式，使企業分階段達成淨零碳排放目標；研訓中心則作為教育推廣單位，出版專書並推動淨零行動與標章申請作業。同時，協會也將搭建政府法令與政策之溝通平台，協助達成台灣成功淨零轉型。
