OTAM, 2004 yılında; İTÜ Vakfı, OSD ve TÜBİTAK ortaklığı ile; Üniversite-Sanayi işbirliğini güçlendirerek, otomotiv sektörünün küresel pazarlardaki rekabetçiliği artırmak amac ile üretim öncesi Ar Ge, test ve sertifikasyon çalışmalarını gerçekleştirmek amacıyla bir merkez yapısında kurulmuştur.
2007 yılında, pekçok kurum tarafından Türkiye’deki en başarılı üniversite-sanayi işbirliği modeli olarak kabul edilen OTAM; İstanbul Teknik Üniversitesi Vakfı, Otomotiv Sanayi Derneği, Taşıt Araçları Yan Sanayicileri Derneği ve Uludağ Otomotiv Endüstrisi İhracatçıları Birliği ortaklığında şirketleşerek tüzel kişiliğine kavuşmuştur. 2018 yılı itibariyle, faaliyetlerini tamamen İTÜ Vakfı bünyesinde gerçekleştiren OTAM, İstanbul Teknik Üniversitesi Otomotiv ekibinin yarım asırı aşan tecrübesi ve kendi profesyonel kadrosunun bilgi ve enerjisi ile Araç ve Güç Aktarma Organları, Titreşim ve Akustik, Dayanım ve Ömür Testleri, Titreşim-Şok Testleri ve İklimlendirme Testleri alanlarında test ve mühendislik çözümleri sunmaktadır.
