PHARD est un programme démonstrateur conçu pour accompagner les politiques publiques de logement social avec le développement d’une offre complémentaire de marché visant à produire un cadre innovant de promotion sociale appropriable et duplicable, destinée en priorité au coopératives d’habitants. Les opérations types testées en grandeur nature préfigurent un modèle de production destiné réduire la fracture sociale, dans une logique d’économie circulaire. L’autre enjeu est de fournir un logement dans un cadre de vie bâti compatible avec l’agenda écologique, respectueux de l’intégrité des territoires et adaptés aux besoins fondamentaux des habitants.
PHARD est organisé en quatre composantes interdépendantes qui contribuent aux trois objectifs spécifiques et répondent à une stratégie d’intervention globale.
- Composante A – Étude prospective pour le montage et de financement alternatifs de projets de logements coopératif abordables.
- Composante B – Recherche appliquée et expérimentation de solutions constructives innovantes, bas carbone, de matériaux éco-sourcés et préfiguration d’une filière d’éco-construction.
- Composante C – Réalisation d’un programme démonstrateur de 50 logements dans un éco-lotissement et de 25 surélévations de logements en kit.
- Composante D –Capitalisation et diffusion des résultats, plaidoyer.
