Background of the formation of Prime Minister's Education Assistance Trust:
Honorable Prime Minister Sheikh Hasina gave a written instruction to the planning ministry on April 20, 2010 for the purpose of establishing a 'trust fund' for providing scholarships to the poor and meritorious students deprived of the opportunity of education due to lack of money. A committee of 14 members has been constituted by the Cabinet Division to convene the Honorable Planning Minister for formulating necessary recommendations by testing probability of formation of this fund. Apart from the notification of Prime Minister's Office on 17th August, 2010, a sub-committee was constituted to make policies for the formation and implementation of the Trust Fund by convening the Chief Secretary of Prime Minister's Office. A technical sub-committee was constituted by convening Additional Secretary (Development) of the education ministry at the meeting of 09 August, 2010 held in the Prime Minister's Office by the chairmanship of Chief Secretary, Prime Minister's Office. (05) Five meetings were held on this topic by the chairmanship of Honorable Minister of Planning Ministry. On the basis of the decision of the meeting, the report, policy and draft of the law regarding the formation of Trust Fund was submitted to the Planning Commission on 31 January, 2011 AD.
According to sub-section 3 (1) of Trust Act, a trust is established named Prime Minister's Education Assistance Trust. According to the provisions of sub-section (7) of this act, an 'Advisory Council' of 5 (five) members was formed. Honorable Prime Minister of Government of the People's Republic of Bangladesh is the chairman of Advisory Council. 'A Board of Trustees' constituted of 23 (twenty-three) members in accordance with section 8 (1) of this act. Honorable Minister of Education Ministry is the president of Trustee Board.
