Qinas is het samenwerkingsverband voor alle VO-schoolbesturen in het Gooi. Het samenwerkingsverband wil passend onderwijs realiseren voor elke leerling uit de regio. Het is de gezamenlijke verantwoordelijkheid van de deelnemende schoolbesturen om een aanbod te realiseren waarin elke leerling het onderwijs kan krijgen dat past bij zijn/haar mogelijkheden en behoeften. De leerlingen volgen regulier onderwijs daar waar het kan en speciaal onderwijs wanneer dit voor de desbetreffende leerling beter is.
Om een dekkend netwerk van onderwijsvoorzieningen te realiseren binnen de regio is samenwerking tussen de schoolbesturen noodzakelijk. De VO en VSO besturen bieden een palet aan onderwijsvarianten om voor elke leerling passend onderwijs te realiseren. Samenwerking met derden is hierbij noodzakelijk, het gaat dan bijvoorbeeld om gemeenten en instellingen voor de jeugdzorg. Ook worden er afspraken gemaakt met aanpalende samenwerkingsverbanden (bijvoorbeeld t.b.v. het grensverkeer) en het samenwerkingsverband passend onderwijs PO in de regio.
