سنگ بنای دانشگاه در سال 1363 از طریق مشارکت مردمی و هیئت امنای منتخب بعنوان دانشگاه علوم پزشکی پی ریزی شد. .این دانشگاه در سال 1364 اولین قدم آموزشی خود را با پذیرش 75 نفر دانشجو در رشته پزشکی از طریق آزمون سراسری برداشت .در سال 1370 با توجه به تصمیمات اتخاذ شده به دانشگاه علوم پزشکی و خدمات درمانی استان ارتقاء یافت . رؤسای دانشگاه به ترتیب سالهای تصدی بدین قرارند :
آقای دکتر مجید سرشته داری ،متخصص بیماریهای داخلی از سال 1364 لغایت اردیبهشت 1368
آقای دکتر علی عالمی دامغانی ،متخصص ارتوپدی از اردیبهشت 1368 لغایت خرداد 1370
آقای دکتر خسرو ایازی متخصص جراحی عمومی از خرداد 1370 لغایت دی ماه 1375
آقای دکتر حمید رضا جوادی متخصص بیماریهای قلب و عروق از دی ماه 1375لغایت تیر ماه 1385
آقای دکتر علی اکبر زینالو فوق تخصص قلب کودکان از تیرماه 1385 لغایت مرداد 1393
آقای دکتر منوچهر مهرام ، دکتری تخصصی (بورد) کودکان،عضو هیات علمی (استاد) دانشگاه علوم پزشکی قزوین،از مرداد 1393 تاکنون
