RISE nasce attraverso un progetto di finanziamento approvato dalla Regione Lazio e che è attualmente in fase di svolgimento. Per lo svolgimento dei servizi e delle ricerche R.I.S.E. si avvale di un gruppo di esperti in materia ambientale ed infrastrutturale, grazie ad accordi di ricerca con Università (Es. Università degli Studi di Roma Tre – Dipartimento di Ingegneria Sezione civile, Dipartimento di Ingegneria Sezione meccanica) e con il supporto di professionisti che da anni si occupa di permitting ambientale.
