Zhangjiang Demonstration Zone Oversea Pre-incubator Program for Oversea High-level Talents, as the significant program of Zhangjiang National Innovation Demonstration Zone (SHIPs) on special fund, has been fully launched and operated by Shanghai S-I Science & Technology co., Ltd. under the support of Shanghai government and Administration Commission of SHIPs. It is the earliest pre-incubation platform for oversea talents in the whole Shanghai area. To increase the success rate for overseas talents or businesses’ settling down in Shanghai, China, the platform offers one-stop pre-service and follow-up services on government policy, park industry, environment, IP, talents, foundation, etc. What is SHIPs? SHIPs was officially established in 1991, and renamed as ZJ Innopark with the approval of the State council in 2006. In 2011, the State Council responded to the proposal of building SHIPs in ZJ Innopark. SHIPs has now developed in succession of 22 parks altogether, with more than 70,000 innovative enterprises, 1,400 R&D organizations, 300 public service platforms, 44 colleges and over 700 transnational companies. SHIPs possesses 169 academicians, 586 elites from the State’s ‘Recruitment Program of Global Experts’ and 45,000 talents including overseas returnees, exchanges students and foreign experts. With these resources, SHIPs plays a collective, leading, demonstrative and radiating role as one of the regions in China with the greatest concentration on innovative resources. By 2020, SHIPs will complete the main construction of a world-class technology park that will achieve a total income of $900 billion and become an internationally influential innovative highland integrating technical innovation, high-end talent concentration, technology-finance combination and technical exhibition, thereby becoming a national brand representing China in hi-tech industrial competition.
