主要职责
贯彻执行有关外事工作的方针、政策和法律、法规、规章；结合本市实际，研究起草有关外事工作的地方性法规、规章草案和政策，并组织实施有关地方性法规、规章和政策。
负责来沪访问的国宾、党宾和其他重要外宾的接待工作以及负责各国驻华外交人员来沪进行公务活动的安排工作；负责统筹安排市领导参加非经贸外事活动。
负责本市与国外友好城市或地区交往活动的组织、管理、指导及综合性工作；负责与国外地方政府开展友好交流与合作；指导本市外事接待、对外交往及涉外参观点建设工作；审核本市各区县对外结好事宜。
负责本市人员因公出国和赴香港、澳门特别行政区的归口管理工作；根据有关规定，审批或审核有关部门派遣的出国及赴香港、澳门特别行政区团组和人员工作；负责办理因公出国人员的护照和申办签证及因公人员赴香港、澳门特别行政区的通行证的签发及签注；负责办理市领导出访报批等事宜；负责本市对外邀请管理工作，以及香港、澳门特别行政区政府同本市的交往事宜，按授权核发外国人来沪的签证通知函电以及在沪外籍人士的公务、礼遇、外交签证。
负责办理与外国驻沪领事机构的交往和交涉事宜及有关领事业务，指导本市各单位与外国领馆的交往事宜；负责外国领馆、境外媒体使用中方员工的政策及业务指导；受外交部委托，办理本市范围内外国常驻新闻机构和外国记者事务，审批外国记者短期来沪采访事宜，并负责相关日常管理工作。
负责处理或协助处理本市重大涉外事件，负责本市涉外领事保护等工作；牵头负责协调境外非政府组织在沪活动的管理和本市民间组织涉外活动的管理工作；协助做好有关涉外安全事务。
负责审理有关外事、涉外工作的请示事宜，指导、协调重要外事和涉外活动；根据有关规定，审核或审批在本市举行的重要国际会议工作；负责筹办市长国际企业家咨询会议；协同有关部门研究和处理有关口岸涉外事宜；会同市有关部门做好在沪外国人士的管理及对外国友好人士的表彰、奖励工作。
指导外事工作机构的业务工作；负责外事干部国际形势、对外政策、外事纪律等方面的教育与培训工作；监督、检查外事纪律的执行情况，协助市有关部门处理违反外事纪律、严重损害国家利益和声誉的重大案件；会同市有关部门表彰外事系统的先进单位和个人。
管理、指导上海市人民对外友好协会等社会团体工作。
负责中共上海市委外事工作领导小组外事办公室，上海市港澳工作协调小组办公室的日常工作。
负责有关行政复议和行政诉讼应诉工作。
承办市政府交办的其他事项。
