Pour une bonne gestion de la filière riz, différentes politiques agricoles ont été entamées dès 1960. C’est ainsi qu’il eut la mise en place du Programme National de Riz (PNR) pour la reprise du suivi du riz de 1960 à 2010. Suite à la dissolution du PNR, fut crée en 2010 l’Office National du Développement de la Riziculture (ONDR). Face à tous les problèmes d’autosuffisances en riz entraînant une trop grande dépendance aux importations, de nombreuses structures furent créées afin de freiner ce fléau et de réaliser l’exploit d’une Côte d’ Ivoire auto-suffisante en riz.
C’est dans cette optique que M. COULIBALY LAZENI eut l’idée de créer en 2014 SOCOMCI(Société Organisation de Conseil et Management de Côte d’Ivoire) dont l’objectif est de répondre à un besoin pressenti des populations: consommer du riz local de qualité à moindre coût.
