پيرو تهيه وتقديم طرح جامع ايجاد شبکه تعاملی، به علت حجم پروژه و بی سابقه بودن چنين بســتر گسترده IT درکشور، بادرايت خاص مدیران سازمان، يک مشارکت مدنی بين سازمان صداوسيما، صندوق بازنشستگی، شرکت تکتا و شرکت صوتی وتصويری سروش با هدف سرمايه گذاری (فنی، مالی، فرهنگی و خدماتی) درخصوص راه اندازی و نگهداری، نظارت وکنترل شبکه تعاملی شکل گرفت.
پیرو توسعه فعالیتها وتبدیل شبکه تعاملی به بزرگترین تامین کننده اینترنتی کشور وایجاد امکانات شبکه های اینترانت استانی در22 مرکزاستان، موسسه سروش رسانه به منظور ادامه فعالیت شبکه تعاملی و توسعه آن، تاسیس و درتاریخ 1382/12/20 رسمأ ثبت گردید و نهایتاً با هماهنگی و تأمین مقدمات امر، شرکت سروش رسانه ازتاریخ 1383/5/1 رسمأ آغاز به کار نمود.
