Um beim Einsatz der Spenden klare Kriterien anzulegen, hat STAR CARE das 3-Säulen-Modell der Spendenverwendung entwickelt. Zum einen, damit Anfragen gezielter an die Vereine gerichtet werden können, aber auch, um die Entscheidungsprozesse innerhalb der Vereine zu unterstützen und zu verkürzen.
